The war in Gaza has caused significant damage to school infrastructure, with 98% of schools affected and approximately 625,000 students lacking access to formal education. Temporary learning spaces serve only 7% of school-aged children, and the conflict has set back education by up to 5 years, risking long-term educational outcomes for Palestinian youth and potentially driving psycho-social and socio-economic issues in the future.

To help mitigate the impact of conflict on education, War Child is preparing to deploy its Digital Personalised Learning (DPL) solution to Gaza. Can’t Wait to Learn is an evidence-based DPL programme designed for challenging humanitarian environments that provides online and offline access to self-paced and competency-appropriate learning through solar-charged tablets. It seeks to enhance foundational literacy and numeracy skills and support the reintegration of children into education.
Ahead of Can’t Wait to Learn being deployed, this project will assess the risks and opportunities for implementation to support education recovery in Gaza and build consensus on its deployment. The project will document good practices from previous deployments, engage education sector and other relevant humanitarian stakeholders, assess risks and mitigations, and deliver a roadmap for leveraging DPL to improve education outcomes for children in Gaza.
To achieve this, War Child will conduct the following activities:
- Stakeholder Consultations: Assess the relevance and challenges of DPL solutions in Gaza to build systemic buy-in and support for deployment.
- Risk Analysis: Better understand political, operational, technological context into which DPL solutions will be deployed, and identify and mitigate challenges with sustainability.
- Lessons Learned Report: Document global and regional DPL best practices, highlighting transferable lessons for Gaza to ensure effective DPL implementation.
- Recommendations: Produce actionable recommendations and work with stakeholders to ensure informed implementation of DPL solutions in Gaza.
This project is led by War Child Alliance. Key stakeholders include the Ministry of Education in the Occupied Palestinian Territories (OPT), OPT Education Cluster members, UNRWA, Gaza-focused education donors, and War Child Alliance’s existing partner network.
